There was no widespread vaccine use as it is currently, and medical technologies were crude compared to what is available in the healthcare system today (Bhatia et al., 2019). There were more pressing population health issues, such as infant mortality, that made Congress act at the healthcare legislation level. President Theodore Roosevelt convened a meeting in 1909 in the Whitehouse with all stakeholders in health and children’s welfare.
